- Heat the olive oil in a deep open pot over moderate to strong heat and sauté the meat for about 4 minutes until all sides are golden brown.
- Add the onion and sauté until mellow.
- Then add the garlic and sauté for an additional 1 minute, add the flour and stir constantly for 2 minutes.
- Add the rest of the ingredients except the parsley, cover with the lid and let it simmer for 1 hour.
- Remove the lid and carry on cooking for about 30' minutes or until the beef is tender. Remove the bay leaf and sprinkle with the parsley before you serve.
